José Luis de la Cuesta Arzamendi (San Sebastián, 1955). Professor of Criminal Law at the University of the Basque Country (UPV/EHU), he has been a visiting researcher at the University of Pau (France), the Catholic University of Leuven and KU Leuven (Belgium), the Max Planck Institute for Criminal Law (Germany), DePaul University and the University of Nevada, Reno (USA). Visiting professor at various universities in Belgium, Chile, France and China.
Director of the Basque Institute of Criminology from 2000 to 2023, he is currently president of its Honour Committee. Honorary President of the AIDP-IAPL since 2014 (following his two terms as President of the Association), he is President of the Council for Victims of Terrorism and the Hurkoa Foundation. He has directed the UPV/EHU Summer Courses (2007-2014), and was Vice-Rector of the Gipuzkoa Campus of the UPV-EHU (1991-2000), as well as Vice-President (Gipuzkoa) (2002-2005) and Assistant to the Presidency of Eusko Ikaskuntza, member of the Fachbeirat of the Max-Planck Institute for Foreign and International Criminal Law and Criminology (Freiburg, Germany) and member of the Board of Directors of the International Society for Criminology.
Member of the Royal Basque Society of the Friends of the Country, he is Honorary Vice-President of the Siracusa International Institute for Criminal Justice and Human Rights (Italy) and Honorary Member of the Basque Society of Victimology.
Author of numerous publications, his main lines of research are: alternatives to imprisonment and prison law; the criminal protection of the environment; EU criminal policy; globalisation and criminal justice; the criminal liability of legal persons; the fight against torture; anti-terrorist legislation; treatment of victims; restorative justice.
Outstanding Undergraduate and Doctoral Award, Euskadi Research Award (2009). Honorary Doctorate from Alexandru Ioan Cuza University in Iasi (Romania), University of Huánuco (Peru) and Autonomous University of Peru.
